If the statement was made frivolously and/ or at the time made it was known to the person or persons making the statements that the act was impossible to perform or they had no intention of performing the act, or that a reasonable person would not have made such a claim under the circumstances then there could be a cause of action.
If a statement, known to be false by the maker at the time made or made with the explicit intent to induce an act* by others or made with reckless disregard as to the consequences, causes the intended recipient(s) or class of recipients of those statements to act in such a manner which would not have been performed absent the statement(s) and was or is detrimental to the actor, then it could be actionable in Civil Court and possibly Criminal Court.
