Funny you should ask that - I have already sent out a few emails, quoting your counter theory, to people I know that get access to AMD's NDA information and get to trial out AMD's new cpus ahead of public release to see what I can glean.
The Tcase max is presumably written into the cpu during speed grading in Singapore and there is already a simple program that can extract the information quite readily. I have already mentioned in earlier threads that a lot of DC Opteron users are reporting TCase max values at the low end of the spectrum.
Why do they program it in? Well I was thinking along the lines of its correlation to actual TDP (feedback for AMD Dresden as to how well the fabrication process is going) - but of course we disagree on that matter!
