This letter kind of sums up why the short figures , really don't tell you much.

"Jess" appears to have been talking about the Daily Short Volume list that FINRA was proposing to publish. He or she was concerned that shorts might be overreported. Very prescient.

It isn't about the bi-monthly short interest report, which at the time the letter was written had been appearing for several years.
