Are you referring to what AMD calls Tcase max - in which case the Tcase max is entirely variable in ALL rev E and above AMD cpus.
Although the 95C you refer to is the absolute ceiling you will definitely see instances of lower Tcase max for mobiles in dual core models. In much the same way as a DC Opterons although having a maximum Tcase max of 65C can be as low as 49C with a resulting dramatic effect on TDP.
