I'm familiar with the route. I don't think you can lock down the entire city any more than you could lock down all of NYC for their marathon or any other city.

But it's apparent in hindsight (which I might add is no sight at all) that the intention was of the idiot was to make a statement where it would get the most coverage, at the finish line.

I agree the police commissioner needs to explain what exactly was the security surrounding the finish line and that people were allowed to come and go.
