No they are not, they are a clear infringement on the Second Amendment; for a fee is a tax and it is nobody's business what and how many guns I own.
If the gov' was infringing on the First Amendment this conversation would have ended years ago. We have over 22,000 gun laws on the books now, and yet we still have a problem because we do not take care of disturbed people who will always cause havoc, especially in gun free zones where they know they will not be shot.
The person who cut and stabbed 14 people the other day on a college campus in TX had no fear of guns, and he used a tool that can be found in many model kits, toolboxes and it can found in classrooms everywhere from grade school through college. It's a people problem plain and simple.
