In my experience no one caves for anyone. As vendors you are graded, new and violating vendors get the late payments. Once a vendor has proven their accuracy and timeliness, they are upgraded in status and paid according to better terms.

Not saying this is universal across the board but this is what I see at majority of retailers I consult for.
