I think what you're missing is that Biowatch Gen 2 (NOC's failure) is still alive and being funded.

BioWatch currently operates on an estimated annual budget of $85 million, and the annual maintenance cost of monitoring a single city is reportedly $1 million.




It doesn't make it clear on the link you posted, but I would assume it's annual gen 2 costs.

85 million for 2013 to run Gen 2.

89 million for 2013-2014+ for whoever gets Gen 3, Phase 2, Stage 1 contracts (announced by end of June).
