But in this case, MS would have paid any delta in R&D to implement custom features and Intel could have made a good deal given its vast production capacity and the overall trend to more power efficient chips and thus likely smaller average die size. Intel could cheaply produce additional Haswell chips, maybe w/o the cost increasing VRM stuff.
