"only"? Really?. In January 2013 it was reported the US Treasury Department was investigating JPM's relationship with Bernie Madoff.
JPM faces sanctions for withholding Madoff documents

Madoff claims he did business with JP Morgan Chase, Citigroup, Bank of New York Mellon and HSBC among others and they knew what he was up to - perhaps the SEC also knew.
Banks that did business with Madoff argued at the time of Madoff's arrest in 2008 they had no knowledge of his crimes - there is no way in hell Madoff could have pulled off his scam without help from major banks - no way!
