I think they have adequate cash on hand. I also believe that FMAR has improved in most if not all areas of their finances. Even though they have improved and greatly, it could be that the pps is still a bit over priced until the next financials are out.

I can understand why you can be confused though as I am too. There just might be a 100 or more troubled banks across the country that are no where near being profitable but yet they have a higher pps than FMAR. I guess you would have to examine each of these banks individually to figure out why. Maybe some, or most, of this can be just written off to the market being irrational at times but I also think a lot of this strange pricing can be attributed to the fact that this is a sector that flies under most of the radar out there. Until more people become aware of these regional bank stocks and the potential that they possess, strange pps's just might remain the norm.
