Yeah, because with all this overcapacity, we need incentives to buy machinery and equipment we don't need.

The only way you're going to get companies to buy that stuff is if you give it to them free.

That tax cut will do nada for the economy. It's basically a political move to position for the 2004 campaign, IMO.
