It's quite common that as a stock is being diluted into the ground that it becomes more illiquid. As the bid drops, many stuckholders don't want to sell for a huge loss. Sadly, they often hold with the hope that the stock will "come back" and end up losing even more by holding.
Today's (3/20/13) trading of SUTI showed evidence of illiquidity with a substantial bid-ask spread. Most sales were executed at $.0004.
