Suntech Power Holdings did not declare Bankruptcy according to the article in New York Times

"Suntech Power, the parent, said that it was not filing for bankruptcy and would continue to honor warranties on the company’s solar panels".

It was WUXI Suntech that is declaring Bankruptcy.
