Before this stock can make any significant move, the SEC investigation needs to be resolved. The share structure needs to be fixed. Then they need to find a way to finance the company without diluting shares again. Until this happens we will remain a penny stock and the chance of making any real progress will be minimal. I believe management is trying to repair the damage. It may take some time but hopefully we will start to see some progress soon.
