good number for short position

The thing with a short position, in any stock, is more of the monthly increase or decrease and the relationship of short position to insiders & institutions.

Basically, if I was new to GTE, 4% short would mean little. But if it increased month after month after month or there were more shorts than company supporters, I'd worry the stock was under attack for non performance of it's business plan goals.
