It's not? Sorry I have to deal with this here in the United States on a personal level. I've already opted my son out of one school because it failed 3 times in a row.

I suggest reading about the NCLB Act and how it is totally underfunded to begin supporting the schools that fail.

I hate to tell you but some of the reasons why these schools fail is because the kids will never PASS the TEST!
