How exactly is volume under 1 million shares indicative of a dump?

Anyone who thinks a dump of HLNT is taking place on 1 million shares with 2.6 billion O/S is sorely mistaken. I'm trying to understand how .0003% of the O/S traded could demonstrate a dump.

What's next, claims of mirror trades?
