Sell gold to plug the deficit? This is prohibited by the Treaties.
Arrange a mumbo-jumbo pow-wow to disguise the sale or give the baby another name? Possible: Ecofin is the council of finance ministers, politicians, not financial experts.
If they do, Italy and France would want the same mumbo-jumbo.
But they all are tied to the Basle agreement.
So what?

Politically, the program proposed by the "big coalition" is against the winners (christian democrats) electoral campaign.
For instance, the VAT will rise from 16% to 19% which is asking for trouble(s).

So called weak reforms is IMHO an attempt to copy the UK style of governance which took 10 years. I doubt copycats can remain in power long enough without a policy specific to the country.
