Ill do my best to answer this one...

Until the recent Boeing teaming agreement, PSID hadnt secured any formidable contracts. Their EPS is in the negative, and they have been declining for years, while working on their projects. Now, their products have proved to be superior and have a real shot at securing the DHS contract along with some others, all which could contribute to PSID going back to the dollar range.
