I've wondered that myself. What is the rationale for denying DC residents full voting rights?

As for the Dalai Lama, if he or anyone else endeavors to criticize the regime, they will be subject to the standard Rovean smear. Dissention and/or criticism is not to be tolerated, and not even his holiness, the Dalai Lama, is above villification.
