The FDA is part of the executive branch of the federal government—i.e. the Obama administration. One of the stated goals of the administration is cheaper drugs.

Although facilitating multiple versions of generic drugs and FoB's via undue public disclosures might seem to be consistent with such a policy, stripping the generic-drug/FoB industry of much of its profit potential would surely have the opposite effect.
