increasing outstanding shares in not always delutive if the funds are utilized to buy more REAL assets/patents worth $$$ etc.
even keeping the cash on hand does not delute shareholder value.

It's when the cash is used for overhead/saleries/bonuses/interest etc that it decreases shareholder value.
