Any 'Distributor' of D-20 fuel would certainly have to have a NPU
This is another thing I am not sure about. The thing that processing fuel in the US and/or Monar in Canada creates is the opportunity to have D-20 qualify as a Canadian or US export... and therefore qualifying under EXIM programs.
Maybe that's just wishful thinking again for an EXIM out to convertible debt financing, but hoping that EXIM becomes part of the equation.
