They are already doing it... Back during Hurricane Ike in 2008 I was living in Corpus Christi, Texas and they setup shop for a drone to taking images of the coast line all the way up Texas before the Hurricane and then again after the Hurricane to compare how much coast like had eroded from the Hurricane. It was crazy because all they did was sit on the flight line in what looked like a decked out shipping container and had their satellite link up and running and took off on their mission.
