YOu know outing him is only a crime if you know at the time you out him that he is a covert CIA operative. But since you are not a covert CIA operative yourself you have no way of knowing that this CIA agent you are outing is covert. So I think you are okay outing Frank.
Just don't start lying about having outed him if anyone asks. 'Cause if they pull you into a Grand Jury and you keep lying that would be a crime.
