Actually it is not uncommon for people in private practice to participate in writing proposed regulations (and the codes they reference in the regulations), that are sometimes passed with little change. The same goes for new laws.

At the upper levels of power and money they are called lobbyists (and are many times attorneys as well).

Ambition with out knowledge is like ship in dry dock. Going nowhere fast!
