LOL. There isn't a restaurant owner I have ever known that hasn't skimmed.

It is also unwilling to assimilate into the rest of the community or to even learn english.

You're making a blanket statement with that one. And you're not addressing the underlying issue of why they want to immigrate here in the first place. Has the thought ever occurred to you that we may have exploited their labor force?
