All nice and dandy, but how do you prevent a guy like Hussein to lob his scuds, with whatever warheads he has on them> He lobbed them before on Israel with no provocation. If he is willing to reign terror on cities that are not even bordering his country, how do you prevent him from doing that again, without, for instance exposing his cities and civilian population to a similar threat?

I am not particularly impressed with Germany "complaint" about Dresden, after all, long before Dresden, London was exposed to nightly bombardment, first from aircrafts, then from VI and then VII (actually the Scud is a very close cousin of the VII, the same engineers designed both...). I am not sure if it was "necessary", but I can understand the "give them a taste of their own medicine" mentality.
