Most petitions for certiorari don't get "distributed for conference", especially pro se IFP petitions. There were around 8000 pro se petitions that year.
While it's not surprising that this petition was not granted ( the odds against this are staggering), the fact that it was actually distributed to the judges indicates that it was properly written and that it was not obviously without merit.
It sounds like Ms. Nelson takes her Constitutional Rights very seriously IMO.
