First year of issue of the statehood quarters might be the reason why PF 70 1999s are so highly valued. One can look up the numbers of PF 69 and PF 70 grades on NGC and PCGS websites. The catalog price is more of a function of avaliability than melt value in this instance. Everything will rise and fall WRT silver prices, though coins tend to lag behind bullion in responsiveness to these changes, as we have seen recently in the various kinds of PM investments. S~P
