Yes

Do you believe Saddam would give Al Qaida the materials needed to deploy such a weapon? Please explain your response.

No. Saddam has never trusted Al Qaeda and they have no love for him. Iraq is a secular country and al Qaeda could just as easily use it on Iraq than the US. Plus why would they bother with Iraq when they have Iran who could supply them with chemical and biological weapons. Maybe even Pakistan would sympathize with al Qaeda. The harbor more of them than Iraq. Of course they say there are many al Qaeda cells in the US.
