Exactly right. If he believes "something" good is going to happen, then he wants 1)fewer people to participate at any level in the initial one for three offering (meaning a smaller number of the offering shares will be taken up) and he also wants 2)fewer people to FULLY subscribe in the initial (because it seems only those who FULLY subscribe will then be able to oversubscribe). And it seems to my reading that the oversubscription will be prorata AMONG THOSE WHO ARE PARTICIPATING not necessarily prorata company wide meaning he might be able to pick up an even larger percentage. Again, only you know if you think this is good or bad or is even happening. If I were in his shoes believing I had a winner, it is what I would do-wait until the absolute latest time to buy my rights and then get the maximum oversubscription I could. You pay your money and you take your chances. Or you don't. GLTA.
