I think this is exactly the point. They can only PR so much obviously, and can't PR things they may or may not know from the Chinese perscpective at this point. I think today's PR is very positive and don't understand the conjucture around it. This could be foreshadowing like you said, or positioning if the Chinese fall short. Either way we have documented proof of the rocks, even if it is "AGAIN".
