Nice story, but it's just someone's parable.
The Israeli West Bank settlements are connected by roads not open to the Palestinians. The Palestinians have no equivalent roads, so they don't pass near Israeli setlements, which are more like enclaves. Incidents where Palestinians have attacked travelers between settlements require infiltration into areas where they are not allowed. More money has gone into Israeli settlements than Arafat's pockets, so the disparagy in lifestyles is not all Arafat's fault, even though he is still a crook.
