Why would Scott think the deal would close if he knew they needed to test the rocks?

They back out now we know the rocks didn't meet their level of expectations.

Excuse after excuse. Scott needs to deliver. Attempts can be made to defend all day, but failure to deliver occurred, and is being reflected in the share price.
