I can follow all your arguments but one thing doesnt fit:

Chinese were committed to sign the JV till end of October otherwise the PR on 4th of August would have been incorrect. Now tell me why they have reconsidered to sign? They were committed to sign after approval of government. Holidays and the other bla bla, sorry, were just stupid excuses. What made them changing their opinion??
