sideeki -- that's what they're saying right now -- whether or not it ultimately gets signed, the Executive Order to go that route is ready to go -- and as for that rule, you don't get many bites at the apple -- once a party/lawyer (they tend to operate as teams) are known to operate in that fashion, i.e. are known to be just fucking assholes rather than genuine negotiators, the other side, without getting purple or otherwise perturbed, always starts with "no" and just stays there till the jackass side moves -- much as Obama has been doing
