Retail short selling of penny stocks is allowed by a number of brokers and in particular IB. Short-selling penny stocks has become a cottage industry, but is not for anyone but specialist pro traders. Penny stocks have potentially infinite loss exposure for short strategies so if someone picks the wrong penny stock the loss can be crushing.
