Reread that quote. They contradicted themselves.

Management has also committed to keep the current shares structure without any reverse splits now or anytime in the future. Additionally, cost cutting and shares reducing will be on top of management's priority list.

How can they reduce shares without doing a reverse split?

They can't do a buyback because they have no money to do so. That means a RS is coming and the company will put a pretty red bow on that turd and tell the shareholders it's a dividend.

The O/S is almost maxed out so, they can't retire any shares.

How else are they supposed to reduce the share count?
