The question I have about this is if HKHE was a Chinese company and the government there basically owns everything. If the people from HKHE couldn't raise the money for such outstanding rocks. Wouldn't the government step in and fund HKHE so they could obtain a world class resource for the empire?
If they didn't step in before why would SOE be able to get the funding? Its acronym says it all. State owned. Why didn't the state step in on the "much better deal" for them with HKHE?
