So what happened if HKHE had come through? And they missed out on this better opportunity?

It was luck that HKHE didn't come through that the present opportunity even exists. It wasn't a plan as SRSR would have closed HKHE if they could have.

The discussion was about whether managements plan has been intentional patience as you said it was not whether they were able to then continue to advance the project.

Changing the point of the discussion also doesn't make you correct.
