No SRSR/SOE doesn't have access to the technology assuming it exists in Canada. It's possible that active Niobium mines in Canada have it but are unlikely to let us/SOE use it. It then would have to be built, expensive and time consuming. It apparently exists in China so that is the most efficient manner for testing due diligence.

Remember Scott's comments that floated around IHUB the operations he visited in China where vastly technologically superior to what he was familiar with.
