With all respect.. that's incorrect.
I spoke to people at OTC back then. That data cames directly from FINRA. I then called FINRA, they said FINRA TRACE compiles it. OTC short data comes directly from FINRA TRACE. Here was FINRA's reponse..

Contact TRACE Data Services 888-507-3665.
Also, FINRA confirmed that when short interest is "zero", they still post "0" for that month as seen in my screen shot. They do not just stop posting. FINRA confirmed they were at a loss on why that data was missing. FINRA TRACE was going to look into it and never responded. (which I should follow up for s-&-giggles)
