That is correct, it used to be that if an MM sponsored an equity they were required to have a portion of the Float. But with the advent of CNS the DTC acts as the repository if the security is CNS eligible.

Otherwise they do not buy positions in these junk securities, if retail lose their asses what makes you think the MMs would even buy when they are not in control of the issuance of shares here.
