Other cultures believe it's OK in war to kill babies and women and call it collateral damage. As weapon systems get more sophisticated and more indiscriminate on who gets killed new understanding of the "rules of engagement" had to be modified to take into account the killing of innocent civilians.

When a pilot carpet bombs and area and kills woman and children is it murder? By who's definition? Societies or gods? If a society sanctions that type of killing is it still OK even if in god's eyes he does not? Will the Nuremburg defense work?
