Possibly Rick made the initial deal with joe whom controlled the shell. Seems reasonable although I believe after fraud PR about 1.75 mil sale to undisclosed buyer (SMP*) which was also a Christopher Davies governed security they seen they made a huge mistake. Thus Rick stepping down and enters brother Tony, whom was squeaky clean lol. My opinion, he is as guilty as ANYONE.
