Well, while we are at this game of sky falling, why don't we just say, given the low morale of Soviet Navy, what was there to prevent the knuckleheads obtaining one of their ballistic submarines; after all, more than 20 were made. The subs don't even need a truck to carry themselves into New York harbor or off the coast of whatever city you desire . . . Come on, get real.

There is a huge difference between a submarine and a suitcase nuke. A Submarine requires a entire trained crew to run it. A fair sized budget to maintain it. What terrorist organization could supply both the money and a trained crew? A submarine approaching N.Y.C. harbor would be very suspicious. I can only assume that the U.S. navy watches for these things. Unless all freighters are boarded fifty miles offshore and the entire cargo inspected fairly closely a Nuke covered in enough lead would not be noticed until it was close enough to cause a lot of damage. Ten well placed 20 MT bombs strikes me as very unlikely, perhaps a bit on the paranoid side. One or two of these bombs or a suitcase nuke I assume is running around in the wrong hands. Especially after the Russians admitted that a few of the suitcase Nukes were missing. Do you find it hard to believe that one nuke is in the wrong hands? I don't think the sky is falling. I think this is what happens when so many countries in the world make nuclear bombs over so many decades.
