Given the state of the brutalized and drunken unpaid guards at 6 foot chain link fences in front of the repositories of these devices how can anyone not fear that many of them are in the hands of religious fundamentalists?

During the fall of the Soviet Union the U.S. Government was saying that weapons grade nuclear materials were readily available on the black market. The Russians have admitted that several suitcase nukes are unaccounted for. Several months ago Rumsfield tells us that he "knows" Osama does not have a nuke. How can he know that for sure? No intelligence agency is perfect.
