I believe you neglected to mention #3, so permit me.

drum roll...

3. Federal workers choose flexi-time work schedules and "work" at home. This falls under the heading of "unaccountability." People will retire, therefore, when they die. Trust me, there is no intended humor in this post. Talk to a GS 15 in government.
